What they do do is interpret laws to determine their constitutionality or their fairness. When they are proven to be unconstitutional, then legislatures may change the law....that's their job, not the courts. Courts do make law, every day. Were this not the case the democrats wouldn't be obstructing the Senate to insure that Bush's appointments are not confirmed. Edit-Sorry, replied to wrong person..
