SO - we need a guest worker program with real rights and responsibilities on everyones part. With this we can then 'seal' the borders against rampant abuse and for security. unfortunately i think you have the process backwards... FIRST 'seal' the borders, prosecute those who abuse the immigration laws, THEN establish a guest worker program btw, there is an immigration thread (so far dormant) on SI, if you are interested...
