He's not a nitwit. He's a complete moron. Or at least he plays one on TV ("Cheers"). He has a bizarre family history. In the early 80s his father gunned down a federal judge (for hire) in West Texas (El Paso, it seems like). It was a huge trial in Texas at the time, I think the dad ended up with a life sentence or something. Strange.
