The board makers have to provide hardware that will do it. 2. The board makers have to create the drivers to do that. 3. They already did that (1 & 2). You do have to have the capability of a non-rectangular clipping region, but I believe that is also already true (if you know how.) So isn't this announcement 1/2 old news, 1/2 claiming somebody else's work as your own? If MSFT is actually doing something here besides shaking on the holy water, tell me.
