No, they don't eat the wood. They are going after insects, creating a cavity for nesting, or possibly mating behavior.

I think they like cedar because it's softer than most other woods.

Here's a photo of a cedar tree with a lot of woodpecker holes. I took this in a place called "Burnt Cedar Creek" in 2006. Let me know if you can't see it.
