Taxes have to come from somewhere (unless you believe that deficits aren't a bad thing), and if they don't come from dividends, another tax will have to be raised.

Deficits can be a bad thing, but there are times when deficit spending is appropriate and helpful.

The argument that "taxes have to come from somewhere" seems to fly in the face of the notion that tax policy can be used to control the economy, which has been a fundamental economic premise since 1960.

It matters.
