Commenting on your suggestions regarding thread etiquette, I think it is going to be very difficult to do unless the posting that starts the thread is modified. Checking the profile of the person who started the thread, he has not made any postings [anywhere] since this past May.

I do not know SI's policy about modifying the posting that starts a thread, but the one for NTAP sure could use an update, one in which some posting guidelines could be added. I do not know if they would need a note from the person who started the thread saying he agrees to the opening posting being changed.

The one guideline you suggest that will be next to impossible to enforce is #2, "No spam." Spamming is not permitted in the guidelines for SI itself and spammers are not normally regulars--or even occasional dropper-inners--on threads.

Maybe the best way to handle spammers would be to add something like this:

2. No spams. Thread regulars will report all spammers to the webmaster.

A person might think twice if he/she reads this: no warning or complaints by people, just instantaneously being reported [with the possiblity of getting the boot from SI].

Back to lurking most of the time for another week--I'm at a conference.
