This is definitely a poor decision that must have been politically motivated, helping poor struggling companies like AT&T Wireless. (I'm serious. They're struggling because they're so stubborn in sticking to outmoded technology, and so intent on refusing to adopt newer, more efficient technology.) I am not sure how the entire impact of the decision is going to play out....but in AWE's case they have NO CHOICE but to upgrade to W-CDMA. This was part of the $10 Billion dollar investment made by Docomo. I havent read their filings in a while....but I dimly remember that if AWE didnt meet some of the goals that had been agreed to that they would have to buy back the Docomo stake. The removal of the spectrum cap will probably increase the speed with which AWE is able to move to W-CDMA. It takes a huge amount of spectrum in each market to make that transition. Slacker
