The previous analysis about blacks who enter middle class is I think the answer. Middle-class blacks move out of the the black areas. There vote of how they voted is not averaged into to samples. The 9 out 10 come from areas that are 80% and higher black. How else does one know that this represents the black vote. As to shifting voting patterns and memberships. In most things in life one cannot ask one what their race is. How can one know what the numbers are.
On the form one fills out to register to vote and any party affiliation one does not indicate race.

The 9 out of 10 is for areas that are poor and black. folks with money move out. Whites, Hispanics, all who make money move to places where folks who make money live. This is a normal social process. But poor folks tend to live in race or ethnic areas where the sense of the area can be associated with a minority group.

Poor people are poor mostly because they are ignorant or they lack intelligence. In America ignorant and those with less intelligence are passed over for those with knowledge and intelligence.

If I have a need for someone to do work for me what criterion do I use? What criterion would you use?
First come first serve who can do the job. The smarter folks may find me first or it may be luck. Well what is luck. watman.com
