My guess is the Obama folk wring their hands about the lack of responsibility on the Rep side for not going for the big deal. Then, if their analysis looks as good as you argue it is and I've seen others argue, they'll try to help the Dems round up the votes for it. If McConnell put it forward, he obviously has most of the votes of his caucus. I can't imagine Reid won't have a majority of the Dem caucus. It's once again, then, the House. Pelosi and Hoyer should be able to get some indeterminate number of votes from their caucus. How many would depend on Boehner. Since McConnell's strategy may provide more than a little cover for Reps worried about primaries to their right, it might work. Still not clear just how specific Obama's proposed cuts would need to be and what, if any, enforcement mechanisms it might include.
