As for free riders, who cares what the percentage is. If we have a progressive tax system lets get the rich to pay what they should first, and then attack the rest as needed... OMG, where to begin... So you'd be willing to concern yourself with a catastrophic trendline only once you have made that trendline even worse? Would you not at least consider dealing with the two problems concurrently? BTW, just so I know what you're talking about, who is rich and how much should they pay? (For the purpose of Medicare, I am considered rich. I would find that really funny were it not so expensive.)
