Actually, the coming layoffs were announced at the end of December, but they were not effective immediately. In fact, the announcement said something about March, as I recall. I don't have the exact text at hand.

Certainly the timing of the announcement, coming during the holidays, was unfortunate. But it's not as if people suddenly found themselves out of a job on New Year's day or something.
