How is it that you know how many sells there are relative to buys? Are you suggesting that you know how many sell orders relative to buy orders are in the security database?

In any case, a person can not sell stock unless someone is willing to buy it. Whether a sell order is filled depends upon whether someone is willing to buy it at the price for which it is being sold.

For instance, my stock is for sale at present. But it still has not been sold because no one is willing to buy it at the price for which I'm selling it. No one is willing to pay my desired $12 per share when (s)he can get it for $3.75.

Our stock increased in value today because those who were selling their shares raised their desired price. If tomorrow someone wanted to sell the stock for $3 per share, they could, and for a short while our stock would further decline in value. Conversely, if everyone refused to sell their stock for anything less than $6 per share, the stock would not be purchased unless a person was willing to buy it for $6 per share. This purchase would increase the value of our stock 60 percent.

I believe our stock would quickly rise in value if everyone just refused to sell it. At $6 per share the company's shares would sell just as they do at present.
