Duke: For a utility (and WCOM is really no more than a utility) to capitalize an expense is not an unheard of thing to do. I t might have been interest charged to construction (an old Don Cook AEP gambit ) or some other such item wherein expenses are lumped into a project cost and then amortized over the life of the project rather than currently. This is a judgement call that the auditors will have to make, WCOM's old auditors were.... you guessed it.JFD
