I missed the NM ages. My guess is that generally, it's been a conflict between homosexuality becoming less unacceptable (so age lowers) but children are kept as that for longer (so the age rises). And some countries don't distinguish, so the age stays young: 14 is more than old enough, on average, to reproduce - implying that the individual is physically ready for marriage.

Ever read "David Copperfield"? It's ranked as Dicken's best, or top 3 - but I really wonder about the age of Dora, described in the book as his 'child-wife'. She may well have been barely 12...
