Huh? If you can find one, then please explain it. I think you're comparing apples and oranges in an effort to force your universal frame onto scenarios where it doesn't belong. A hurricane is an act of nature. Last I checked, nature was amoral. However both a hurricane and a ruptured dam can result in submerged cities. Risk equivalent. Moral equivalence is a factor to be applied elsewhere.
