Now that TIAA/CREF is private (for years it had nonprofit status), managmement may be ratcheting up fees, but when you consider that there are no commissions or other charges of any kind, it seems OK. And, yes, this is under a state retirement system so she is stuck with what is offered here and the state mandates an annuity of some sort rather than lump-sums or specified amounts.The basic CREF might as well be the Russsell 2000.

A 5.19% ytd does not beat the 25% ytd that I have been able to get her in her IRA, but it is the best that can be done given these circumstances.
