I agree that there was a lot of baggage in the program, waste, busywork, etc. But I did see a shift during that process to an attitude of customer service from one of bureaucratic arrogance and an internal decentralization and paperwork reduction exercise. I think that those paradigm shifts were well worth the effort, on balance, even if the implementation was incomplete.
