The agency I spent my career in at one time prided itself at being highly decentralized yet pursuant of a universally understood objective. For the first half of my career it followed that ethic quite successfully, and I still believe it was the best agency in government. Things started to fall apart after that. It tried to be all things to all people, a sure path to failure. It bent with the wind. I can see world government when we start to colonize Mars. It might make sense there.
