I don't presume to know. When did bureaucrats become officious? Seems to me that is inevitable over time when you give them the job of developing and administering processes that authorize people to do various things. Without a brake, you end up with petty despots. The mindset comes with the territory. You even get it in private business, which is why so much reinvention had to occur in business. You never met a sales clerk who didn't act like she was doing you a favor by selling you something? Perhaps you missed the Deming and Nordstroms movement...

Was it a Clinton policy or a Gore policy to redirect attitudes of Government Employees?

I no longer remember the details but it was a Gore initiative.
