The MMX features will speed up decoding. That is their primary objective. Encoding, that is compressing VIDEO STREAMS to MPEG-1,2,4 specifications, should also be speeded up but this process is so burdensome, that it would fully TAX any single processor (today).

Encoding is much, much more difficult from a processor/horsepower point of view. Special purpose, dedicated encoding chip SETS are made by CCUBE, IBM,LSI Logic. These are expensive, The Pentium MMX is not aimed at displacing these (not yet at least!).
