The article talks about a way to do away with the electoral college without amending the constitution. That is each state has the right to decide how its electoral votes will be decided. Some states use winner take all and others apportion based on the votes in the state. So the end run is for the states to decide that their electoral votes will be cast based on the national vote winner. Legal? Looks like even moderately populous states like Louisiana and
