If I wanted more speed, I would do the most effective way to increase that speed. The main one would be to buy a new computer. They are so cheap now a days.

After that this would be my priority, in order:

Add more ram
Install a graphics accelerator (good fast video card)

I personally would never buy any software that claims it could speed up my system. I would stick to the hardware aspect of it. I know with notebooks you are limited what you can do with upgrades, so all you could do is add more ram.

Machines running 32MB of ram can see a increase in speed buy just adding more ram. If you are running Windows 98 with 32MB of ram, YOU NEED MORE RAM.

In my opinion.
