I think the passports/citizenship stuff was a reaction to immigration from Eastern Europe, Latin America and Asia.

Buchanan is sort of a paradigm of the situation. He's Irish, and we all know about "no Irish need apply." But once the Irish were assimilated, they turned up their noses at the Hunkies (slavs). Too many Jews, wrong kind of Catholics.

People high up on the ladder see immigrants as cheap labor. Those on the bottom of the ladder see them as competition.
