It wasn't very long ago when an unemployment rate of 4.6% was considered by most economist as full employment. The aberration happened during the dot.com boom, which, was equivalent of the U.S. leading the next industrial revolution. Structural unemployment will always be something a dynamic economy like the United States with have to deal with.
