Will NATO take action to protect a European member? Doubtful! NATO was designed to fight traditional countries, not amorphic international terror groups. Will the UN? NO! The UN isn't more or less than what its member states want it to be. After WW II the Allies have chosen a weak design which adapts poorly to changing circumstances. Currently the UN members lack the will to empower the organization sufficiently.
