By the common English usage of the term discretionary, 100% of the budget, or at least everything but interest on debt is discretionary.

Using "discretionary spending" to mean everything but entitlements and debt, and then saying "59% of the government's discretionary budget is on defense", is the same as saying "if you ignore the largest category of spending than 59% of spending is on defense".

If I ignore my mortgage payment I have tons of extra dollars each month, but somehow I'm not swimming in cash...
