Reagan was Saddam's ally in the 1980's. if you want to go back in time far enough we can totally confuse the issue. The issue is, Bush invaded without any proven reason based on suspicions only, and Saddam had neither attacked nor threatened us since after the Gulf War. Also, there was a deliberate ruse to confuse Saddam with 9-11, a huge lie told to the American people. and Al Qaida got off lightly.
