The states that have balanced budget requirements are the ones that it will impact the most. They will have to slash other spending as taxes just can't be "raised" like gronieel thinks they can.

States are prohibited from creating their own currency.

Ones that have to borrow will see their borrowing costs go up. In NH the courts ruled a medicaid tax reimbursement unconstitutional and the states credit rating got downgraded over it as they will have to make up the shortfall.
