How was Bosnia pre-emptive? Do you understand what "pre-emptive" means?

Bosnia didn't attack us, but was at war already. The war started in 1992.

The UN Security Council voted to send in peacekeepers, and the US imposed a "no fly zone" to protect the UN peacekeepers and refugees.

As the war continued to escalate, and the peacekeepers were overrun and the Serbs committed genocide, NATO got involved.

The US was involved both because of the UN and because of NATO.

We had no direct interest in the outcome of the war, but as members of NATO and the UN, are required to assist in conflicts.
