Dwight: Objective measurement means that there are identifiable and quantifiable parameters which can be evaluated against established criteria. A set of criteria might include, but is not limited to, the following: who bought and their position (e.g., CEO, VP, etc.); how much did they buy relative to their ability (e.g., percentage of salary or percentage of net worth); is the purchaser exercising a stock option; and does the buyer already own shares and what percentage does the new purchase add to their position?

A contrary example of objective measurement is: "...money managers who buy en masse at the first sign of insider buying..." I don't dispute that this happens, but "at the first sign" is not an objective criterion in my opinion.
