I agree, the stand down theory is hard to swallow. But, there are ways that it could be pulled off with one or two key people in high positions, without invloving all the underlings and NORAD and a variey of agencies.

I agree, that it would be nearly impossible to pull off a conspiracy under a scenario that involved multiple people and agencies. Somebody would talk or would ignore the orders and do the right thing. The one thing the conspirators have on their side is, if it only involved one or two highly placed generals, is the element of suprise and confusion. There were so many things happening (unprecedented things, like multiple hijackings) on 9/11, that one or two key delayed orders from upon high probably wouldn't be noticed by anyone underneath as unusual. I mean, some desk controller at NORAD can't authorize the launch of military jets himself. If his commander tells him to monitor the situation and report the whereabouts of the planes, then he/she is preoccupied and not thinking about why jets aren't in the air to intercept. Probably thinking that someone else is taking care of it (which is what everyone is thinking). It all happens so fast and there are so many planes involved (they had no idea it was only 4) that the underlings just follow orders and do their jobs the best they can under the extrodinary circumstances. If any of them have time to think about, they probably figure that someone else has followed Standard Operating Procedures and given the order to scramble jets to intercept the planes. But, everything unfolds rather quickly and once it's done it's done and any delays placed into the system by the one or two conspiractors on high, that actually were the reason that Standard Operating Procedures were not followed and jets were not scrambled, are not questioned. It's just written off as part of the confusion surrounding the event and the conspirators have successfully implemented their plan.

Conspiracy or not, the military response on 9/11 was lousy. We spend $400 Billion a year on defense. Apparently to defend Japan, South Korea, Germany, Isreal, Kuwait, etc. but not our own nation's capitol. If 9/11 revealed one thing, it is that our defense priorities are all screwed up. We should make sure our country is defended first, before the slew of other countries that we are defending from real or unreal threats. I mean, who the hell are we defending the Germans from these days?
