Having a problem with gays having sex with each other is not the same thing as a desire to "limit sex between gays". The later implies a legal limit or that he would do something to prevent them from having sex. The former only implies dislike.

Yes you can dislike something and seek to use the law to prevent it but you haven't shown that this is the case with Sanatorum. He has argued that laws against sodomy are not unconstitutional, but I'm not sure if he has actually said such laws where a good idea.
