it seems these assumptions for some reason the adm also neglects to discuss.

One argument is that the administration needs help from France and Russia on the Iran issue so pushing issues like Oil-for-Food and returning to WMD in Iraq might unsettle the current rapprochement.

Another argument is that every time the administration and defense starting investigating WMD, and Saddam El Qaeda links, people at State and CIA would trot out counter argument. Whether made up or not the administration then had to deny and investigate the counter arguments and damage would be done. So the administration just gave up on the intra-government warfare and implicitly agreed not to stir things up.
