Well, or course.

Just like if the pacifist crowd thinks it will eliminate war, it's dreaming.

If the law enforcement community thinks it will eliminate domestic violence, it's dreaming.

If the civil rights advocates think they will eliminate racism, they're dreaming.

If people only engaged in causes in which they believed total elimination of some evil was possible, there would be very few people involved in any causes.

But success may not be seen as total elimination, but as reduction. The "pro-life" crowd would argue, with some merit, that every abortion prevented is a life saved.

That's why the "there will always be abortions so we might as well make them safe and legal" argument in favor of legalized abortion on demand has never impressed me.
