OK, show me the bill and the vote.

Now, could you please 'splain fer us'ns who don't unnerstan how guvment werks what it means if'n you "vote to pay for it as well" verses votin' to "put it on the credit card"? I ain't never heard of a 'propriatin' bill that that give 'em that choice.
