"Lack of wherewithal" is no reason to minimize a threat.

Of course it's a reason.

Threat is about motive and opportunity. These guys have motive, no doubt. Opportunity is another matter. Opportunity comprises resources and vulnerability. We are no longer as vulnerable--the passenger aircraft as missile won't work again--although we have vulnerabilities. As for resources, they need the specific resources to effectively target our vulnerabilities.

You can argue if you wish that they may have that wherewithal, but you can't reasonably argue that wherewithal doesn't matter in threat assessment.
