It could be, but you still need some critical mass of acts before you can call it a war.

When does a case of the flu become an epidemic? Sure, if there's an epidemic, then patient zero is part of it. But if it never progresses beyond patient zero, then there is no epidemic. We don't yet have a war going on in this country. Neither does Great Britain. The likelihood of that subway attack in London being part of a war in the British Isles is at this point in time is a huge stretch.

They don't have the wherewithal to prosecute a war on the US or British homeland. Maybe at some point in time they will find the wherewithal but that is unlikely and they sure don't have it now.
