Bush is powerless to prevent federal funds from being used to help finance stem cell therapies which depend upon the destruction of human embryos. In actual practice, the clinical trials for these stem cell therapies will take place in institutions which depend upon a mix of federal dollars and private dollars and the commingled funds will be used to acquire stem cells from destroyed embryos. The Bush compromise is a smoke screen.
