Al Sistani has continuously taken the stance that he does not wish to interfere in political decisions, nor create an Islamic state.

I think he understands that it's better to be the power BEHIND the scenes, rather than being the one held politically responsible to the people..

All of the influence, but little of the burden of responsibility.
