Problem with Pa is that the counties are weak. Lots of land development issues rest with the local townships. Storm water management is a critical one. Most township Boards of Supervisors and planning commissions start in the hands of the large landowners who feel that toadying to builders maximizes their land values. Eventually, a tipping point is reached where new arrivals in the new sub divisions vote the scoundrels out and try to institute better engineering across the entire spectrum of land use planning. Playing catch up is expensive.
