What a bunch of collective do nothings! One of the problems here is that probably nobody on the Hill knew for 100% sure what was needed legally. Who foresaw that the Congress needed to pass a statute that said, "the President of the United States is explicitly authorized to form military tribunals, and can deviate from normal courts-martial procedure because of XYZ"? That's a bit of a nit-picking nicety in hindsight, IMO. If we had to wait this long for clarity in WWII, the war would've been over by now and the whole thing would be moot! Derek
