The gist of it seems to be this: if non-state forces are captured within the confines of a signatory state, then they have minimal protections. Apparently they have to be treated like POWs until a tribunal judges them to be not-POWs.

That was meant to protect rebel insurgencies and partisans apparently. But it is a bizarre situation for terrorists. Another case of trying to shoehorn AQ into existing frameworks. We need new rules.
