That, in a matter of speech, is more or less what will happen. Money to people who don't need it is money on ice.

No the rich will spend it, or invest it or they will save it. They don't take it out of the economy. Even the saved money gets loaned out again.

Second point, even if I bought into your point, it is criminal to dole out a permanent tax cut to the aforementioned class of people when an impending deficit threatens to undermine the fiscal integrity of the nation.

A permanent tax cut is exactly what you want. A temporary one reduces the incentive to make new investments or major purchases with the money. If the deficit was the major worry it would be better to have a smaller permanent tax cut then a larger temporary one. The permanent one will help the economy more.

What is closest to being criminal is that our government (and yes that includes Bush) seems to want to spend money hand over fist.
