Can anyone clarify Waterhouse's "buying power" calculations?

Sometimes, e.g. yesterday, my buying power registers as 50% of my marginable securities (based on their value at yesterday's close.) This is as I understand it should be, based on their "Margin account requirements" brochure. Yet many times, this figure deviates from what this formula suggests, often in inexplicable ways. Today, even a broker at their help line couldn't account for the descrepencies (which are usually relatively minor, but still disconcerting.)

Has anyone else had similar problems? I'd be glad to provide more specifics if it would be useful.
