This is definitely one of those good news/bad news situations. That the Tibetan people could benefit greatly from the railroad is obvious. Unfortunately, as past experience in Xinjiang and Inner Mongolia has shown, developments such as this are usually a precursor to massive migration by the ethnic Han.
