I thought their contention would have been obvious. I imagine that it goes something like this:

1) Money is needed to buy and distribute weaponry and materials used by those opposed to the current regime.

2) Money that would have been intercepted and traced through the use of SWIFT is shifted and thus not traced.

3) Weapons and materials purchased with this money are then used to kill American soldiers and Iraqi civilians because there was no means to trace the money to its destination and prevent those receiving that money from purchasing those materials.
