Have you run System File Checker? You might wait for verification from someone else on this but it seems to me like it should work. This applies to win98SE.

Start button/run/ type msinfo32/ click ok
Go to Tools/ system file checker
Settings button/ put checkmark in box for deleted files.
This should find any system files you have deleted and allow you to restore them. You must have your installation cd to extract the files.
