Not to my knowledge. What can they say "hey, there are some shorts manipulating the markets again!"? It unfortunately happens thousands of times a day. In order to keep my shares from being loaned to shorts, I constantly keep an open sell order (good until cancelled) at a high limit value. This encumbers the shares and prevents the broker from accessing them to lend to shorters. It may not work in all cases, but I sure do not want to make it any easier to short my long positions.
