Bill Clinton never really had to make those choices, so I'm not sure he demonstrated that he could be a "fiscal conservative."

And when choices had to be made, they were made by the Republican Congress. The sad thing is that the Republican Congress has lost its backbone, and now, they are not much better than if the Democrats were in majority.
